PURPOSE OF STATEMENT This Environmental Impact Statement has been prepared in ac- cordance with the National Environmental Policy Act of 1969 and the State of Washington Environmental Policy Act of 1971 to evaluate the Environmental Impact of constructing a principal State Highway, and alternate considerations, and to insure that all precautions are taken to protect the environment as well as comply with the provisions contained in these federal and state laws and is offered for review by concerned agencies, groups, and individuals. DESCRIP'I ION OF PROPOSED ACTION The proposal is to construct 12.3 miles of State Route 2 to a four- lane highway, with fully controlled limited access, from Fobes Hill, east of Everett and the Snohomish River, to approximately one mile east of Monroe. entirely within Snohomish County. Washington. The proposal includes plans for a rest area for each direction of travel, and interchanges at seven locations to provide access to local roads and other State highways. The proposed plan is consistent with the 1990 Transportation System Plan for the Central Puget Sound Region (Puget Sound C'ouncil of Governments) and the recommendations of the Snohomish County Transportation Study. IMPACTS ASSOCIATED WITH THE PROPOSED ACTION Construction of the proposed highway facility will remove through traffic from the existing route and lesson congestion, delays, accident rates, and air and noise pollution within the existing developed areas in Snohomish and Monroe, and benefit both local and regional travel and transport. There will be certain adverse effects during and after construc- tion, including displaceme'nt of families and farms, loss of land to other uses, loss of wildlife habitat, increased water pollution within receiving waters due to construction and highway runoff. Noise levels will increase along the proposed highway corridor. Temporary or short-term impacts expected to be associated with the construction of the proposal are erosion of exposed earth. siltation of adjacent surface waters, temporary elimination of fish spawning and rearing areas, dust, noise and a reduction of visual quality. Schools, medical facilities, other public facilities and services, minority or other specific population groups will not be adversely affected bv the proposal. No adverse health effects are expected • from air. noise, or water pollution resulting from this project. ALTERNATIVES TO THE PROPOSED ACTION The alternatives considered for this proposal include route alter- i nares, improving the existing route, the null alternative or l "do-nothing", mass transit.
